The CSU Commitment

Colorado State University is committed to conducting its affairs transparently, ethically and in compliance with all laws, regulations, and University policies. All members of the University community are expected to share in this responsibility and to help prevent, detect, and address violations. Consistent with this commitment, the University provides the Compliance Reporting Hotline for employees, students, and constituents to report issues, in good faith, regarding compliance with laws, regulations, and substantive University policies. This reporting mechanism allows people to report issues anonymously if they wish to do so. The issues reported will be reviewed by the appropriate University officials to determine if further investigation and actions are warranted. The University takes every allegation of illegal or unethical conduct seriously.

What is Reportable?

Members of the campus community may use the Reporting and Compliance Hotline mechanisms to report the following types of issues:

  • Fiscal misconduct by University employees
  • Abuse of time and other resources
  • Violations of federal or state law or regulations
  • Serious or recurring violations of University policy in the performance of University duties
  • Research or scientific misconduct
  • Waste of University resources, funds or property
  • Serious or recurring abuse of University authority
  • Public safety issues
  • Animal Care and Welfare Concerns

The following are examples of issues that are not appropriate for reporting through the Reporting and Compliance Hotline mechanisms:

  • Course/teaching evaluations
  • Employee evaluations
  • Immediate threats to persons or property (please contact the police immediately)
  • Personal opinions of faculty or staff
  • Salary administration
  • Any in-progress crime, and any crimes against persons such as assault, threats, etc. These should be reported to the CSU Police Department immediately.

This reporting mechanism is not a substitute for, nor does it supersede, any existing reporting methods or protocols for reporting suspected problems or complaints.

What About Protection From Retaliation?

If you are an employee of the State of Colorado, including its institutions of higher education, you have protections under Title 24, Article 50.5 of the Colorado Revised Statutes against disciplinary action or any retaliation for good faith reporting of fraud, waste, and abuse. In some circumstances, federal law also provides such protections.

Can I Make a Report Anonymously?

Yes, you may choose to make your report anonymously. The University will maintain confidentiality within the confines of the law. We ask that if you choose to file anonymously you provide as much detailed information as possible for our review, as we will be unable to contact you to request further information.

Our reason for seeking as much information or detail as possible is quite simple. If we don’t receive enough information it may limit our ability to undertake a complete investigation. Please keep in mind that we are unable to follow up with you to seek clarification or to update you directly on the status of our investigation if you report anonymously.

That said, we want to assure you that every report will be handled with utmost care by Colorado State University or the appropriate System executives.

How Can I Report a Possible Violation?

What Happens if I Submit a Report?

Once a report is submitted, it is promptly reviewed (normally within one business day) to determine what further steps should be taken. The scope of the review and which University official(s) will be involved will depend on the facts and nature of the case. CSU can assure you that each report will be handled with the utmost care and in a timely manner. If you provided contact information, you may be contacted for additional information. You will be notified about the outcome at the conclusion of the review process.
